Bio

Allen Moore joined the Stimson Center as a Senior Advisor early in 2009, working primarily with the Global Health Security program until 2012 when he joined the Managing Across Boundaries initiative in the same capacity. He is a Lecturer in global health policy at George Washington University and a regular participant on Backroom Politics, a weekly blogtalk radio program that focuses on civil discussion by Republicans and Democrats on the issues of the day.

Moore has more than 35 years of senior level experience in the government and private sectors. Most recently he was Senior Fellow at the Global Health Council, a Senior Associate at the Center for Strategic and International Studies, and a global health consultant to the Bill and Melinda Gates Foundation.

Previously, while serving as Deputy Chief of Staff and Policy Director to former Senate Majority Leader Bill Frist, M.D. (R-TN), Moore helped develop the 2003 legislation authorizing President Bush's global HIV/AIDS program (commonly known as PEPFAR). Outside government, he was actively involved in the re-authorization of PEPFAR in 2008.

In prior government service, Moore served as Under Secretary of Commerce for International Trade Administration under President Reagan; Chief of Staff for the Senate Committee on Commerce, Science, and Transportation; Legislative Director to former Senator John Danforth (R-MO); Associate Director of the Domestic Policy Staff in President Ford's White House; and Staff Economist at the Department of Health, Education, and Welfare. In the private sector, Moore was president of the national trade association of the U.S. waste services industry and a partner in two Washington D.C. consulting firms, where he provided strategic advice to U.S. and foreign clients.

Moore has testified before several Congressional Committees; has appeared many times on radio and television; and has authored numerous articles and opinion pieces for major newspapers and other publications. He appears regularly as a guest lecturer on government and the legislative process, including in the field of global health and the origins of PEPFAR.

Moore holds an MBA from Stanford University and a BA from Pomona College. He served in the Peace Corps in the Bolivian Andes. Moore has served on the Board of Directors/Overseers of the International Rescue Committee since 1980.
