Choy Sauw Kook

Sauw Kook graduated from the National University of Singapore with a Bachelor of Engineering degree with Honors, 1985. She also has a Diploma in Training & Development Management (Bronze Medal), Singapore Institute of Management, 1993, and Degree of Master of Business Administration (Nanyang Fellows) from Nanyang Technological University, 2002.

In SPRING, Sauw Kook oversees the Resources, Capabilities and Planning function that formulates policies and develops plans and programmes to enhance the overall competitiveness of enterprises in Singapore. She led the development and implementation of enhanced financing schemes to SMEs during the economic downturn in 2009. In addition, she led the formulation of other measures to provide enhanced support to SMEs and associations for capabilities upgrading and industry development efforts. She was also instrumental in the development of various initiatives to strengthen SMEs’ business and leadership capabilities in the last 5 years.

As SQA Administrator, she is responsible for the management and continued development of the Singapore Quality Award and its family of niche awards and development frameworks. The award is benchmarked against international awards such as the US Malcolm Baldrige National Quality Award, European Foundation for Quality Management Excellence Award and Japan Quality Award. Over 800 organisations are certified to the various BE standards. She also represents SPRING in the Global Excellence Model (GEM) Council meetings. Under her leadership, SPRING gained international recognition for its efforts in business excellence and being designated as the Centre of Excellence (COE) for Business Excellence by the Asian Productivity Organisation.
